Public records request at city hall for officers personnel file is not complete. Advised that a separate file is housed at the PD. Custodian at city hall will not certify the record and stated that she has no control over the police departments file. IA's in the record were not included. I am aware that some of the info has to be redacted but there is no mention of the IA.
Yes, two separate files are maintained. One is a general personnel file. A second file is a file with medical information and similar information which may not legally be kept with the personnel file. Alot depends on how you worded your request. If you list what you want item by item or category by category they have to respond and advise, for example, that as to item 4 they decline to produce based on a statutory exception so you know what they are not producing and why. If you continue to have problems, then you should contact a local attorney.
