Can a person appointed to issue parking tickets do so on private property and be asked to leave?

I am not aware of any basis for management to exclude lawfully appointed persons.
And if you are one of those appointed to cite handicap violators, good on ya. One Christmas on crutches I went to a large mall with dozens of handicap spots, well over half unlawfully occupied. Eventually parked across the street and made the 10 minute hike over.
