Under the code other appointed persons can issue parking citations, can they do so on "private property" that is open to the public and can they be told to leave by management of property?
I am not aware of any basis for management to exclude lawfully appointed persons.
And if you are one of those appointed to cite handicap violators, good on ya. One Christmas on crutches I went to a large mall with dozens of handicap spots, well over half unlawfully occupied. Eventually parked across the street and made the 10 minute hike over.
