A neighbor a few house down in a different neighborhood has erected a balcony that they can see into our back yard now. I never received any written notice this structure was going up. What are the requirements for the people to erecting and can I complain to someone and gave them take it down?
In general, they can build whatever they want on their property, even if it blocks light from your property, blocks your view, or allows them to see into your backyard. They have to comply with any applicable zoning or other ordinances, any applicable building codes, and any covenants or other restrictions applicable to the subdivision or their specific property. The only time they would need to notify you in advance would be if they were asking for a variance or waiver of those restrictions.
