I never pled guilty and this occurred over 10yrs ago. I'm being told that after so long they can proceed as if I'm guilty and impose a fine.
I would talk to a local traffic attorney about this case. If they waited ten years to impose a fine on the case that might be a problem. In general the failure to respond to a traffic ticket does equal a guilty finding. You may have an argument but without more facts, no one here can answer your question. Call someone who's more familiar with the local rules they can walk you through it.
