If you have not paid your rent, it is not clear to me what one has to do with the other. If the reason you haven't paid your rent is because of something the landlord did or didn't do, you may not simply withhold your rent and do nothing else. I suggest you either contact a landlord-tenant attorney in your county or you contact the county's office of landlord-tenant affairs (if one exists) to find out what you can do to protect your self in regard to the landlord's breach you mentioned.
