Even if a landlord contracted with section 8 to provide you subsidized housing, the law allows the landlord to provide you notice of violations committed by you and for you to remedy those violations.
The Landlord does not have the authority to "fine" you. However, notices or charges allowed under your lease would not be considered fines. You'll have to be more specific.
