They don't have to accept certified mail for the notice to be effective. Two suggestions: When you send the notice certified mail, ALSO send it by regular mail, and tape a copy to the main entrance. If you've accepted payments since your last notice, send a new notice before filling the eviction.

It is correct to refer you to Section 24, it contains the process for eviction. In general, you can begin the process for any breach of the terms of the lease (failure to pay rent as required is one). You must give a 3 day notice to vacate (hand delivered, posted on the door, mailed, are all options) that complies with the requirements in Section 24 stating the reason you are requesting vacate. You CAN, but are not required to give an "option to cure" the breach. After the 3 day period you can then file for eviction in the appropriate JP court.
Although this is some thing that you can likely handle on your own, there are often process issues and "tricks" that tenants are aware of that can cause problems for someone inexperienced in these things. I would suggest directly consulting a Tenant/Landlord attorney in your area to get their opinion and to better be able to decide if you will require assistance in this matter.
