I moved into an apt which had mold issues. The PM offered me to move into another apt within the same complex which I did. I was told because of all the problems I had with the other unit that the full security deposit would transfer over as well. Shortly after the move, the PM informs me that I need to pay 2 months of utilities from my old apt because the billing is always 2 months behind. In addition, he informs me that the money owed was deducted from my security deposit and I need to pay it back.
Unless some kind of mutual release was negotiated and signed (which does not seem to be the case), you remained responsible for all financial obligations connected with the previous unit, including the utilities (which I gather you did use).
It sounds like the landlord handled this whole issue in a pretty responsible way, so it does not seem worth fighting about (unless you have some significant claims associated with the mold issue, such as damaged personal property, or some health issue).
