The answer is no. You will have to pay off the fines to even be considered and if you did not do so within the period of probation, your probation may have been revoked anyways, meaning you are ineligible for expungement because you did not successfully complete probation.
While I agree that you are not currently eligible for expungement under these facts, you may be able to become eligible for expungement. If you're on a fixed income, as you indicate, I would advise you to contact your local public defender's office to ask them if they can help you out in any way.
