My friend was deported a long time ago because he had fallen out of status. He was a student at a state college but was unable to maintain his F1 status after his dad died. He dropped out of school and started working odd jobs to support himself and raise funds for school. One night he got pulled over for some traffic violation and long story short immigration got him and deported him.
A couple of days ago he told me that he would like to come back to visit the girl he used to date and also buy some merchandise for his a business that he is currently running. Says said his immigration ban expired in June of 2013, he wants to know if he will be able to come to the US and if there are any legal issues or fines he will face.
There could be an issue with him getting a visa because the embassy may think he has immigrant intent but if the ban has truly expired that alone should not hurt him.
An attorney would need to review his case to determine what grounds of inadmissibility apply. If he is inadmissible, he will need to apply for a waiver with the visa application. Waivers for business non-immigrant visas are pretty liberal. Have your friend consult with an attorney to determine how to proceed.

Assuming he has no other issues, nothing stops him from getting a visa, but he may have to provide a lot of proof of intent to return to his country. HOwever he may need to speak to an attorney t make sure no other issues exsist
