The mother is the legal guardian and has given permission to date. by date I mean hang out and do things together. they don't have sex they want to wait till she is 18 to have sex. so with no sexual activities going on can the 27 year old still be charged for corrupting the morals of a minor
Yes, you could absolutely still be charged. Consent is no defense to a corruption of a minor. Nor is physical contact.
Yes, a 27 year old can be charged with corrupting a minor. Mom may currently be ok with this dating arrangement, but that does not mean she will remain ok with it. Further, mom's status as the custodial parent does not mean that the child's (and she is still a child, a 17 year old has a LOT of growing up and emotional maturing to do) father will be ok with it, and he could go to the police. The male's claim that they have never had sexual relations also will not stop an intrusive police investigation and potentially charges if either of the parents, or frankly anyone, goes to the police with complaints that you corrupted her morals. Wait to date until she is 18, or better yet, find someone your own age.
