Can B1/B2 visa holder buy, register, and drive a car in California with an international drivers licence ?
I have plans to stay 3-5 months.
Will buy in cash from agency car dealer.
You could probably buy a car, but registration may prove difficult without a California driver's license.

insurance is the issue. buying is not a problem. registering it and then driving it is where it matters
You can buy but would probably have to pay in full unless you have access to credit. You would have a hard time obtaining insurance and registration without a local residential address and with an international driver's license.
