B.M. took one kid with her to another state from out of Trinidad, Colorado but left our boy with her mom in Trinidad, Colorado. I haven't spoken to any of our two kids since November of 2013, she wouldn't let me see them since Nov 2013. I gave up about six months after she stopped letting me see them. Found out she is in Fort Worth with both of them now. Can I file parental kidnapping charges?
I have (? Had?) 49% custody of them. I am not current on support, don't see them why do I have to pay for them?
She also receives Trinidad, Co food stamps and whatver else mooching aid while In Fort Worth, TX. Is this legal?
Whether you can file charges is up to the police/district attorney. If you are not current on your support--it is hard to fault her for "mooching" on others. If you want to address custody you should talk to a family law attorney.
