I am a member of a utility cooperative and the utility company has power lines that cross my property. Recently, new neighbors have taken to running their ATVs up and down the utility easement. I put up "Private Property, No Trespassing" signs, which my neighbors have taken down. They insist that the utility easement is public property and that I have no rights to stop them from using it for recreation. My understanding of easements is that I have no rights to stop the utility company from coming on the property and performing whatever tasks they need to do, but otherwise the property is mine and I have the right to limit all other access.
Your analysis is probably correct, although you should probably take whatever documents you have to an attorney to be sure.
In the mean time, be sure to document your neighbors' prescience on the property. It may also help if you write them a letter asking them to stop. Let them know you will contact the sheriff if they continue to enter your property.
