Volunteering for RAINN and can't find the answer to this question after weeks of online research. Happy to have found your website. I would think it be similar to a background check pulling up a restraining order filed against someone? I'm not talking about law enforcement or the legal system. I'm talking about the average Joe citizen, do they have access to this information?
Suspects who submit to a DNA test as part of a criminal investigation may have their DNA information entered into the Combined DNA Index System (CODIS). Civilians do not have access to CODIS. Labs and research facilities sometimes do. However, when DNA is uploaded to CODIS a person's identification is not included. Rather, when a "match" is found, the uploading agency is notified and the inquiring party can reach out to the uploading agency to get the identity, which may or may not be disclosed, depending on the local laws. DNA samples obtained as a result of warrants may additionally be restricted to matches against specific samples and may not even be entered into CODIS.
