Garage door is not functioning correctly. Opened maintenance request early January, no response or communication until I opened a second request in early Feb. and then Prop. Mang. Co. sent out someone from a garage door company who confirmed it was broken, it was not our fault, he did not have the parts with him to fix it and the repair was beyond the pre-authorized amount. A few days later the request was closed as complete with no repair done or communication. Opened a third request this month (March) and the next business day (Friday) received a call saying they were working on it and would try to get it repaired by next week. The next day (Saturday), someone from the Prop. Mang. Co. called asking to come do a "routine inspection" of the house. I asked if they could do it the next week because of friend visiting this week and they had no flexibility and essentially demanded coming on Monday at their convenience (since they were going to be in the area). Is this a retaliatory inspection? What should I do to document things? Also, if I have to allow the inspection, can I decline photos being taken of my personal possessions? Thanks!
Landlord can conduct reasonable inspections with notice and tenant mus provide reasonable access. My freind is in town is simply not a good excuse. This sounds like you are itching to escalate this to a fight with your LL and you need to be careful lest you get what you want but more than you bargained for.

Yes, it is THEIR property, after all - they have the statutory right to "inspect" on reasonable notice (48 hours would be that), and of course, we here on line can have no idea "why" they would be inspecting, although it very well COULD be to find something to "retaliate" about. You can document the inspection any way you like (I suggest you be nice when doing so). I'm not sure how you can stop them from taking pictures (if necessary), but if concerns you that much you could try to cover up the property with sheets or something (but sounds like ado about nothing).

There are no "landlord harassment" laws. Landlord owns the property and has the right to reasonable inspections with prior notice. If he was coming weekly that may be one thing but nothing here sounds illegal; just coincidence due to the timing. The friend visiting should not matter at all unless you are illegally letting them stay with you as a co-tenant or beyond the visitor clause in your lease. Go out to lunch and by the time you are back the inspection will be long done. You generally cannot decline owner to take photos of his own house; put sensitive materials away prior.
