I was on my way to get a car registration as well as tags and insurance when a gentleman was blocking the right lane I was going the speed limit and the car in front of me switched to the left lane by time I saw the car that was in front of them I pressed on my brakes but i was already to close and I couldn't switch to the left lane because there was a car next to me he was just parked in the road no break lights or any lights for that matter just sitting in the car his car just had a fender bender however mine was not drivable after the accident I have insurance now on the car but can't afford to get it out of the inpound
Yes, it sounds like you are at fault. You can only continue on in a certain lane if the lane is clear. You didn't maintain an assured clear distance from the car that was blocking the lane.
