I am very disturbed at
1: the violation of my grandson, he is not at an age to consent to being videotaped
2: what is the intent of the person videoing my grandson, why would someone videotape someone else’s child
It is perfectly legal if the haircut was in a public place. Consent is not required in SC for such situations.
As for your concern, then just keep an eye out for this person. It could be a bad sign, or it could be just how people today do things. They record what they feel is funny, sad, outrageous, etc. It may have simply been texted to friends, or turned into an internet joke/rant. We may never know. But it certainly was not illegal.
