What is my best next step, in getting some or all of Tina's money back?

You don't begin to have enough information. Was she on a month to month or a term lease? What do you mean she was "ejected" by a plumbing inspector? What do they owe her a refund for - security deposit? Pre-paid rent? Something else? And unless you were also on the lease and thus it is you that is owed the refund, no, you don't do anything to get her money back, she does. Lastly, you should NOT be posting identifying personal information such as names in a public forum like this. If the landlord refuses to return funds she believes she is entitled to, then SHE needs to review everything with a local landlord-tenant attorney who can properly evaluate all the details and facts, decide whether any funds are indeed likely legally due, and, if they are, how to best proceed with forcibly collecting them.
