Hello sir/madam, what date comes into effect for the battered spouses/vawa applicants to become eligible for the means tested benefits, is it 5 years from the date receiving prima facie or from the date they become the permanent residents or conditional residents?
5 years from the date after became a lawful US permanent resident.

On your green card there is an issue date. That is the date you officially became a legal permanent resident. Five years from that date you become eligible.
