My 140 status is c, 2/28/2016. I submitted the 485 on 4/2/2019. But the 485 status is "fees will be refunded"? What does it mean? "USCIS made the decision to refund the fee for your Form I-485. Your refund will be mailed to the fee remitter on file. This refund does not affect the processing or location of your case."
It could mean the I-140 priority date at the time received was not current.
