I got my 3rd non compliance about 6 months ago, all in 4 years so I have a 2 year suspension, I talked to a lawyer whose a friend for advice, he is a civil court judge but helped as much as he could, and he told me that since I missed my administrative hearing I can only have a judge overturn it. The big question in the case was I was plowing driveways in the winter, I was on the road but it was because the roads were recently plowed and there was a good 2+ feet of snow next to the road, I didn't have insurance but we were unsure if I would be exempt from having insurance since my ATV is not made to drive on the road, it had chains on the tires and a plow, I know construction and farm equipment are exempt, is there a chance my ATV would be exempt?
You could try and make that argument. I wouldn't expect it to be a winner, but if the ATV was the kind with a cargo bed, you've got a shot.

It is possible but makesit more difficult because you missed the administrative window. It also doesn't help that you have two prior FRA suspensions.
