17 year old graduates high school a d won't turn 18 for 3.5 months but after college will start. 17 year old wants to yo to out of state college but mother is saying she won't let her go as she won't be 18 until after college starts. To be allowed to make your own decisions and live completely as an adult, the minor would need to file a motion in family or juvenile court for emancipation. But this means that the minor accepts full responsibility for tuition, room and board, utilities, costs, transportation, and everything else.
I think you're better off just trying to convince the mother that many students start college at 17. Talk with the admissions office at the college and see if they can help.
