I think I'm qualified for L1 visa and EB1-C greencard.
I'm Iranian, and I want to know is there any restriction for this type of visa for Iranians.
I'm looking for a lawyer who has successful cases with Iranian nationality.
It is possible for Iranian Nationals. However, the employer abroad probably can't be from Iran. Usually the foreign company is based in Cyprus, Turkey or the U.A.E.

You again, Azizam?
Watch out: while no "restrictions" on citizens of Iran for L-1A and EB-1(c) (which right now is nothing but a pipe dream for you), there are "restrictions" on "companies" incorporated under the laws of the... "Islamic Republic Of Iran", due to the sanctions, or whatever is left of them.. Again, consult with a lawyer in private. This is a general blog.
