My friend was born in Indio, Ca. but lives in Mexicali, Mexico. On the birth certificate his mother stated her place of birth was in Texas; actually she was born in Mexico. My friend wants to correct his birth certificate to show where his mother was born so that he can receive Mexican patronage. We have copies of mother's and his birth certificate. Upon filing a court petition, does such petition have to be filed in his town of birth in Indio, Ca. or can it be filed more locally, say, Imperial, Ca. Additionally, does a notice of this activity have to appear in a local newspaper, like one does when one files for a name change on a birth certificate? Thank you.
