The answer, in my opinion, always rests with the prosecutor authorizing the warrant and the jurisdiction that it falls in. With that said, she can be picked up, out of state, and held until the state she is being held in has contacted the State where the warrant is and see if they are wanting her to be returned. The priors and the age of them do not factor into whether an extradition occurs, but rather the warrant itself is the leading factor. The priors simply allow for the enhanced charged, and in this case, the felony to actually be issued against her, meaning a DUI becomes a felony with two prior conviction for drunk driving. It all depends on the situation. They will do the initial test, generally on site, Some companies, which I don't believe JAMS is, does send out their testing and it is not done on-site. But with that said, whenever there is an issue with your testing, meaning it shows diluted or positive results, you should request a secondary analysis of the sample at the time you learn of the diluted or positive sample, which usually occurs shortly after you take the test. The answer to your questions is likely no. However, that does not negate nor stop officers in another state from holding you until they determine whether or not Michigan wants to come and get you. This can happen while in Michigan or outside of Michigan. I'm assuming this was some sort of misdemeanor, since you had an appearance date, which means that a warrant may have been issued the day of or the day after you missed the appearance date. With that said, you will need to walk yourself in on the warrant and get arraigned. If the date you were given was the day that you were supposed to respond by, then the process is different and you would simply have to go into the court and pay for the ticket to clear up the matter, unless you were wanting to fight the ticket issued to you.
