    Put the claim in through your own collision coverage. Hitting your car and fleeing, and hitting your car and causing damage are separate issues. If you don't have coverage, then you will have to sue. Depending upon the amount of damage will probably determine where you can file suit (i.e. Justice Court there or County Court). You have availed yourself to that jurisdiction as you where in that County. Good luck.
