Do I need license?: I have paper work that says I'm free to travel and do not need a license UNLESS I'm driving commercial vehicle IE taxi, limo, bus, ECT my question is where can I get this looked at and notarized

You need to give us more information. License for what? To drive? If that is what you are asking then yes you need a license to drive a motorized vehicle in Texas.
You are always free to travel unless you have restrictions due to probation or something similiar. But as for traveling that is your right but if you want to drive you need a license.

Whether he got 12.44a or 12.44b will make a big difference.
12.44a
Reduces a State Jail Felony punishment to a misdemeanor punishment. For a State Jail Felony the punishment can be 180 days - 2 years jail. By agreeing to 12.44a they still convict you of a felony but give you the punishment of a misdemeanor (up to 1 year)
12.44b
Reduces the State Jail Felony to a Misdemeanor. This is usually the much better option but not all prosecutors are willing to give this.
How many days does the USCIS take to make the initial prima facie determination of a VAWA case?: I filed a I-360 VAWA self petition,3 months back, being the legally wed wife of an abusive green card holder husband. I received the receipt notice, but its been more than 3 months I have not heard anything back yet. Can anyone guide me about the estimated processing times for the initial review and prima facie determination of a VAWA case? When should I expect a prima facie to come (if my case qualifies)?

Have you received your I-797C Form? This is the first document USCIS will send you after receiving your application. The I-797C just indicated they have received your application. The waiting time can depend on multiple things. Whether you submitted a complete application or whether they will need more evidence.
I know its a pain but give it 1 or 2 more months, it could be they are already reviewing it for approval.
