During the remaining hours of Christmas 2020, I believe there is no better time than the present to write a reference for the most dignified and intelligent attorney in Washington State. David Marshall and his team are an exceptionally skilled, as well as an extraordinarily meticulous and effective d...efense group. Mr. Marshall provided detailed explanations to my questions and communicated consistently and timely. As part of his extensive depositions, Mr. Marshall was able to uncover multiple lies, RCW and WAC violations, and reveal repeated failures of Skagit County DCYF caseworkers. He was even able to obtain caseworker personnel files showing repeated incidences of egregious conduct by, and disciplinary actions taken against, these same caseworkers. In an ingenious approach, he prepared a Motion for Summary Judgment. At the corresponding hearing, DCYF refused to even speak and state its position, which not only shocked the Administrative Law Judge, but resulted in a favorable written order for me within three hours. The judge determined DCYF had no legal justification for its decision and required a reversal.
