    Assuming the police worked for any governmental agency or a municipal corporation such as Los Angeles police department or Los Angeles county sherif department rather than a privately owned company you would be required to file a government claim form with six 6 months from the date of the shooting. You would then have to file a lawsuit within six months fe the date the claim is denied or rejected. Or deemed rejected by silence. This are complicated procedural cases and the government code applies. You should definitely consult with an attorney who has handled these cases before

    In order to have a viable claim against the landlord, you must prove that the landlord actually knew, or should ahve known of the existence of a dangerous condition that posed an unreasonable risk of harm to you or others similarly situated. Generally, you would have to investigate and determine if the garage dooor had failed before. whether it had fallen and injured someone before. what caused it to fall. was it badly warn. did the landlord fail to inspect or maintain the garage door in a reasonably ssafte condition. these are some of the point and factors needed to establish the legal liability in california. you may also want to consider whether you knew or should have known that the garage door was defective or broken and/or had failed before. if you did, then the landlord would have an argument of comparative negligence.
