Why is your lawyer saying you will serve 45 days? If you received a wet reckless the max is 90 days in jail and in the OC you'd serve half of it, hence the 45 days. But your 9 month class indicates a full DUI which has a max of 180 days, or 90 with half time credits.
Bottom line - maxing out the jail will erase all other court obligations including the class but if you want to drive in CA again, the DMV will require completion of the class (or restricted license with proof of enrollment in the class).

The inability to pay the fines will constitute a probation violation which will subject you to additional jail time.
The answer is to ask the court to allow you to convert the fines to community service, with an option to do it in St. Louis.
A good strategy for your attorney would be to have you do an AA meeting every day (get signatures) until you can afford to get enrolled in the class. The court will see you working very hard and will likely decide against jail, and bring you back in a few months to check in on your status. Are you in dept 2 in Torrance?

If it's an LA City Attorney case (as opposed to a DA case), you will need the head of that court's CA branch to authorize it. It can be challenging because public policy urges them not to treat anyone differently when it comes to DUI. That is the main hurdle. If you can overcome that, you've got a good chance.
In the alternative, a good DUI can go into a normal criminal court and show your service history as a vet and get you "special" treatment, likely a better deal than you would otherwise get. This will negate the need to go to vet's court. The punishment would likely be very minimal so there won't be a need to go to veteran's court.

This is a very serious case if you are still on probation.
You most likely will not have to go to jail the same date you plead guilty, but the judge may take you into custody at the arraignment and make you post bail.
