Your answer is generally no, not on tne federal level. From your question I assume Maryland is where Mom is a resident. There may be a state program that provides some benefits with different qualifications. Again, I don't know what the spend-down requirements are in Maryland, but even if it is$2,000 liquidating the cash value in the life insurance policy is not that hard to do. Then spending the required amount to qualify is not hard either.See question
