Scope of Practice

Professor Mark C. Palmer concentrates his practice in banking, creditor's rights, commercial litigation, and municipal law at the law firm of Evans, Froehlich, Beth & Chamley, Ltd. He is a member of the federal Criminal Justice Act (CJA) panel of attorneys appointed to represent indigent criminal defendants in the U.S. Courts; while in state Circuit Court, he prosecutes ordinance violations for his municipal clients. At the University of Illinois Police Training Institute, he instructs on topics including use of force and civil liability.



Professor Palmer’s diverse background includes work as a law clerk at the East IP law firm in Beijing, a teaching assistant at the China State Intellectual Property Office (SIPO) in Beijing, a law clerk for the Cook County State's Attorney's Office in the Narcotics Prosecution Division, a researcher for international executive search firm Spencer Stuart, and as a police officer for the City of Champaign.

Professor Palmer is admitted to the bar in Illinois, U.S. District Court, Central District of Illinois, the U.S. Court of Appeals, Seventh Circuit, and the U.S. Supreme Court. He is a member of the Champaign County Bar Association, the Illinois Institute for Local Government Law and its Municipal Prosecutors Group, and the Illinois State Bar Association (ISBA), where his positions have included ISBA assembly member, member of the ISBA Committee on Legal Technology, chair of the ISBA Local Government Law Section Council, and member of the Public Interest Law Initiative (PILI) 6th Judicial Circuit Pro Bono Committee. Within the community, he has served on the boards of the Presence Covenant Medical Center Foundation and the Champaign Urbana One-to-One Mentoring Program Foundation.

Professor Palmer teaches Trial Advocacy and has been a coach for the College of Law Trial Teams since 2009.




Mark is a native of Champaign and is a second-generation attorney (Charles L. Palmer, father). Mark enjoys watching traveling and running. Mark and his wife, Emily, reside in Champaign, Illinois.
