There are no Whiskey plates for a first offense below .16. Most courts will not expunge DWI's and there is a statutory waiting period of 2 years after discharge from probation (so 3 to 4 yrs. after sentencing) before she could get an expungement anyway. If she did get it expunged from her criminal record, it would still be on her DL record. She IS eligible for a work permit, but she has to be revoked 15 days before she can get one.
