I certainly think a lawyer could help you in this matter. The issue is the type of lawyer. Ideally you would want a lawyer with experience both in real estate and tax with a focus on property taxes. You have two issues that need to be addressed: 1) What needs to be done so the city does not list your property for tax sale, and 2) Why the city taxes are not being pulled out of your escrow.
The most important issue is to deal with the payment of the City taxes, sometimes you can set up a payment plan with them to get the taxes current. In Memphis we would attempt to knock the amount owed down to an amount that would stop tax sale proceedings from moving forward.
You also need to check with your mortgage company and find out if they have escrow money that could pay off the taxes and alternatively they may be willing to pay off the taxes owed and wrap it into the mortgage. There may be an argument that they should pay the amounts if the mortgage included a clause about payment of both city and county property taxes. That is best handled by an attorney.
