Generally commuting to and from work is not considered using your vehicle for commercial purposes. I think the same general exception would apply to commuting to the Airport; HOWEVER, since this a general opinion being offered without remuneration, I would suggest you review your insurance policy and if necessary contact your insurance agent and ask him or her. The best answer you'll receive on this question is: "Maybe." Too many other factors to consider to give a meaningful response. E.g., yes they may have insurance but the value of the stolen tools may not exceed the deductible. An EUO is usually done by an insurance company when they have questions about coverage. In your situation I would bet the driver was either excluded under the policy, not a permissive user, or a member of the household not identified on the policy. I understand wanting to "protect yourself" but you should be just as concerned about protecting other people who could be jeopardized by your daughter's actions. You should tell your daughter (in writing) that as long as the car is in your name and you pay the insurance you do not give her permission to allow anyone who does not have a valid driver's licence to operate your car.
