There is a grave distinction between a free consultation and receiving legal advice. A free consultation generally consists of an attorney answering questions of a general nature without necessarily knowing the specific details of a case. In order to give a legal opinion or advice, i.e. interpreting a divorce decree and advising one on his/her legal rights, an attorney must first be retained. The attorney would then review pertinent court filings and any relevant authority on the issue in order to give an opinion upon which you can rely. This takes time and, therefore, costs money. The sum charged for services rendered represents the time spent in performing these tasks. I regret that you believe the retainer was expensive.
