While there are federal laws which concern gun laws, most conceal carry laws, except for federal buildings where you can carry a firearm is mainly controlled by state law. If you are referring to signs at federal buildings courts, or post offices then yes it is against the law to carry a concealed firearm. Of course if your state requires a concealed permit, and you do not have one, any concealed carry is illegal.

Unfortunately, in Florida the alleged victim does not make the ultimate decision on whether some one is prosecuted or not. The state is required to consider the victims input but a lot of items go into a decision to continue to prosecute. For example what is his prior criminal record, what was the first offense for, and what happened.
