If you are going to be stuck there, then get a box of 20 Mule Team Borax (about 2 dollars) and sprinkle it around on the mattress, box springs, bed rails, headboard, and any other areas and furniture near the bed. Work it in to any spot that they can hide, and use a rubber glove. it can be vacuumed off, you just need a little bit everywhere. Bedbugs walk through it and the Borax kills them by dehydrating them. I know it isn't legal advice, but it will kill all the bedbugs within a week or so. You will have to wash all your clothes, or you will take them with you to wherever you go. I do not think that the motel manager can have employees use Borax, but it should be all right for you to use it. I hope that helps. I would definitely call the health dept if manager doesn't respond. You can get bedbugs from any hotel, by the way. They were pretty much wiped out in the US by a product called DDT, which was banned in the 1980s.
