About me

David is an Assistant Attorney General, representing various state boards and agencies.


Prior to joining the Attorney General's Office, he was an associate in a law firm where he has practiced health care law (including licensure issues, credentialing issues, and medical malpractice defense), products liability, and appellate advocacy.

He attended West Liberty State College, where he earned a Bachelor of Science Degree in Pre-Law in 1995. David continued his education at Methodist Theological School in Ohio, where he earned a Masters of Divinity Degree in 1999. David served as a United Methodist Pastor, for various churches throughout Ohio and West Virginia for fifteen years. Although David is still an ordained elder in the West Virginia Conference of the United Methodist Church, his passion for the law led him to the West Virginia University College of Law, where he earned a Juris Doctorate Degree in 2009.

While in law school, David was an active member of the Moot Court Board, where he won the 2008 Baker Cup Competition, was a member of the National Team, and served as the Associate Chief Justice. He was selected to be a National Member of the Order of the Barristers. David served on student government and was the President of the Ethics Council for the College of Law. He also received the CALI award in Civil Rights.

David’s publications include: "Justice Ketchum: A Practical Approach to Law" which was published in the May 2011 edition of the Defense Trial Counsel of West Virginia Notebook of Articles and "Product Liability: The Emergence of the Sophisticated Purchaser and Bulk Supplier Defenses" co-authored with Michael J. Farrell, which was published in the May 2010 edition of the Defense Trial Counsel of West Virginia Notebook of Articles.


David's reported cases include: MacDonald v. City Hosp., Inc., No. 35543, 2011 W. Va. LEXIS 57 (W. Va. June 22, 2011) (Amicus Brief for West Virginia Mutual Insurance Company).
