If the army will not allow a defendant in a car accident case to go to court, the defendant's attorney should try to postpone the case until the army is willing to release him.
I'm not clear as to who wants to go to Seattle: you or the person in the army. As long as it doesn't interfere with court and there's no bond condition requiring the person to remain in Virginia, there's no reason I can see why either of you can't go.
