No - immigration is handled by the federal government, not state government. As such, you are submitting your application to the fed govt, not the state - the state has no bearing, other than what jurisdiction you are in.
If your application is "denied" (for lack of a better term) at the local asylum office your case will be referred to an immigration judge and you will be placed into removal (deportation) proceedings. At that time, you can renew your application before the judge and have another attempt to get it approved.
