I would make sure that your cousin speaks to an attorney ASAP. If someone is placed into ARD and doesn't pay their fines and costs they can be removed from the program and then will have to take the case to trial or enter a guilty plea.See question

First you should definitely talk with a DUI attorney in this county. You are looking at a 1 month suspension if your accepted into the ARD program. Unfortunately, Pennsylvania will not give out an occupational limited license for ARD. Your attorney may be able to see about going into ARD at the lowest tier which would not trigger a suspension.
