This is a problematic area, you are potentially violating a court order based on a reasonable concern for safety. A person who drives without a license can be said to be unsafe for that very fact.
Definitely tell him you want proof that he has a license and I would ask for insurance on the car as well. Just for the sake of it I went and looked up the General statutes of the state of Connecticut. There is no specific definition of week. there are "work weeks" and other types of weeks, but the word week is not defined there.

Having a person served for divorce in a foreign country is not unusual at all. Th issue is to get proper service on them so the court can have jurisdiction. This may be done by a marshal or by publication depending on how confident you are you have the right address. Yo are better off telling the judge if you do not have the full or a correct address, they will ask where you last knew he was and may order publication is a newspaper of general circulation in that area, so I would be ready with that information.

This is a very hard situation. even if you get a judgment the enforcement of it will be difficult.
I suggest you call your local office of Support Enforcement Services and discuss this with them. They may have contacts by treaty with the foreign government. Alternatively they may help you get an order that can be enforced when and if he comes to this country.

This sounds like a horror show for you.
First, if you have visitation orders and the mother dissapears you should call the local police. There is a recent (4/5 years) statute in Connecticut that specifically calls this a form of kidnapping.
Next you need to review your custody/visitation agreement with an attorney. They will want to go through the circumstances that resulted in that agreement and how things have changed.
Failure to allow you contact that is court ordered can be handled as a contempt of court.
A change in custody is also possible based on what you have stated. The best way to decide which way to go, or what order to try things in is best decided with consultation of an attorney.

The other attorneys are correct you should be able to testify. Usually the court will assign a "guardian" for the purposes of court, since you aren't yet 18. This can be your mother, and often is a parent. They likely will not assign your father under the circumstances.
Not knowing your level of maturity, based upon your writing I assume you know you need to be respectful and speak to the judge, not to your father or mother. I always want clients to dress nicely.
