    Not a good idea to try and use a nolo on this charge, it will not help you. In some cases a nolo plea has a benefit. I can't see it here.

    It might be best to leave open the option of a trial if the plea falls apart, so I would announce, "ready subject to plea negotiations."

    No, but if the officer hasn't written a report his odds of remembering his reason for the stop will probably be difficult for him considering the amount of time it has been since the stop.

    I would make sure I have completed all my other requirements such as community service, etc. That way the Judge will be more likely to forgive the lack of payments.

    Normally, to get early termination one would need to go above and beyond. However, with two revocations you have not been better than perfect. If you do hire an attorney it would be a very low odds.
