This is definitely NOT kidnapping. You have not alleged that this 17 year old is being taken places against her will, being restrained in any way, or being forced to go along. Absent that, then this that would be considered "something else." Perhaps a date, as suggested above.

It is absolutely wrong of him to turn off utilities as that is considered a constructive eviction (especially given the weather), and he most certainly cannot enter onto the property to remove any of your son's personal belongings. This landlord is definitely not acting in accord with the RPAPL. You may want to consider obtaining an attorney.
