Will you please explain what you meant by "A seller cannot pass good title to stolen property"? My financial institution never released the lien from my title, but when I spoke with them two days ago, they said it was a mistake on their part and that they would release the title to me. Will the fact that the ATV was reported stolen impact my ability to get the title?

Texas law is: "where one sells stolen property having no title to same he therefore cannot pass good title, and in such situation the purchaser has a right to recover the purchase price." See Davis v. Gonzales, 235 S.W.2d 221, 222 (Tex.Civ.App. -- Fort Worth 1950).
