Thanks Neil. My question is whether I am required or prohibited by law from turning over the actual report, as opposed to certifying/communicating the results.

If you do not turn over the entire report, you will be held to have evaluated the information on the report and to have given your approval. To avoid potential liability to the client, it would be best for you to simply procure and forward the report, unless the client requires more of you.
