What is the procedure for opening a closed case

My question regards re-opening an incorrectly closed case. After a year and 9 police reports we finally got our local court house to do something about a harrasser who was damaging property. Each individual incident was minor, but all together about 6 thousand dollars worth of damage. We were told that we would be subpoenad to appear at the first court hearing when they gave their plea. The subpeona was sent to a nonexistant address due to a typo. This typo was shown in the court computer system and was entirely their fault.

When our representative went back before the judge to show this and reopen the case the judge replied that the case "Wasn't worth reopening".

What actions can we take at this time? We are beginning to feel judicially ignored and feel as though are only course of action is to partake in the same actions that our harrasser is, which we really do not wish to do.

What is the process for getting retailer to provide a refund

I have a friend in Belgium who paid the total cost for a custom made telescope mirror that was purchased in the United States. He was told that he had to pay the total cost of the mirror before the seller could start work on making it. My Belgium friend paid the total cost as requested by the mirror maker via a bank wire transfer. Unfortunately, for a very long time, every time he calls the mirror maker here in the states he is told that he is still working on it. It has been over 5 years now and he has never received the item he purchased or a refund. Is there any way he can recoup payment through legal means? If so, what is the process? Or, what legal options does my friend in Belgium have, if any?

A potential buyer of a riding lawn mower damages the seller's vehicle during the (potential) buyer's test drive of the mower. What liability does the potential buyer have to the seller? Wouldn't this be something the seller could/should simply claim on their own homeowner's insurance policy?
