Before his retirement, Mark was a member of Washington State Bar Association (including the Tax Section), Colorado Bar Association, Bar of the State of California, Thurston County Bar Association, and King County Bar Association (Co-Chair, Tax Section, 1994 – 1995).
While mainly a government attorney, Mark worked in private practice at 1200 Fifth Avenue, Seattle, WA practicing in tax controversy, middle-class bankruptcy and tribal enterprise development in the 1990s that ended in 1999. In Spokane, WA from 2003 to 2005 Mark renovated and rented quality low-income residential houses, represented Yakama Nations Legends Casino and using his legal skills facilitated for two Spokane Churches with a Partner Church in Felsorakos, Romania an EU Clean Water Grant and a conflict reducing and development increasing village-wide assessment process for Felsorakos assisted by the Unitarian Universalist Partner Church Council.
